There's also a pervasive attitude of &lt;em&gt;you-tell-me-what's-your-plan-and-let-me-think-about-it&lt;/em&gt;, instead of &lt;em&gt;how-can-I-make-it-work-for-you&lt;/em&gt;.&lt;/p&gt;&lt;p&gt;&lt;/p&gt;&lt;blockquote&gt;Other agencies work more like Wireless@SG: the signal is strong but there’s no DHCP response…&lt;/blockquote&gt;&lt;p&gt;&lt;/p&gt;&lt;p&gt;ROFL! Where the rubber meets the road, it's completely unacceptable for the government to tease entrepreneurs with grants whose application process, end-to-end, ends up taking the greater part of a year.  By the time the grant is approved the company could be kaput!&lt;/p&gt;&lt;p&gt;Some government agencies do a really good job offering QoS guarantees on processing time: for example, the passport guys at ICA really get the job done.
